What is a Building Energy Rating (BER)?

A BER gives an objective scale of comparison for the energy demand and energy performance of a building. The BER will be measured in (Kilowatt-hours per square metre of floor area per year (kWh/m2/yr), with A1 being the most efficient and G the least efficient. This may sound very complicated, but is like the miles per gallon rating for a car or the A to G rating for a dishwasher. A BER Certificate is then issued for the building. This Certificate is valid for up to 10 years as long as there are no changes made to the building that may affect its energy performance.

BER assessments are carried out by qualified, registered BER Assessors who have trained under the National Framework of Qualifications and have registered with Sustainable Energy Ireland (SEI). Building Energy Rating certification of building is being implemented on a phased basis:

  • January 1st, 2007 – New Dwellings*
  • July 1st, 2008 – New Buildings (other than dwellings)**
  • January 1st, 2009 – ALL buildings, both new and existing
  • Where planning permission is sought on or after this date.
Factors affecting a BER:

There are various factors that affect the BER. A BER is calculated using a piece of software known as the Dwellings Energy Assessment Procedure (DEAP) and is based on the following information:

  • Type of Building (eg. Semi Detached, dormer bungalow, apartment)
  • Area of the house, number of floors, living room area
  • Ventilation air leakage (chimneys, flues, fans, draught proofing)
  • Types of Ventilation (eg. Mechanical or natural)
  • Efficiency of the space heating system and any secondary heating system
  • Thermal insulation (i.e. U-values of walls, floors, roofs, windows and doors
  • Type of fuel/heating system (eg. GFCH or OFCH)
  • Efficiency of water heater
  • Percentage of low energy lighting
Who is responsible for the BER?

The cost of getting the BER certificate falls on the seller or landlord. It is mandatory to get a BER certificate and there hefty fines for those who do not comply with the regulations. There is a maximum fine of up to €5,000 for not getting a Building Energy Rating when required.
